「Strategy」
To get the "INS_maphilindo" tag, you need to take the "Invite the Philippines" decision. This decision is only available by controlling all starting states of the Philippines while the Philippines still exist but aren't your subject.
To get "PHI_maphilindo_flag" you need to take the "Form Maphilindo" decision, which requires controlling all Malayan and Indonesian states.
This is likely most easily done with the Hispanic Empire path for the Philippines - They can potentially receive all of Latin America and Spain for free with cores, and you get their entire navies for free. The Dutch East Indies are arguably stronger, but it takes longer to get to a point where you can declare war & the method to get the tag properly is more awkward. Both Historical and Ahistorical mode have benefits and drawbacks - Historical is consistent, but will require you to annex the US if you don't kill the UK by 1940. Ahistorical can potentially keep the US out of the allies and get an early independent India, but is much buggier and can potentially lead to even worse superfactions to deal with (Also note that the UK's decolonization path isn't enough if you own
帝国坟场 - this DLC is still bugged as of Patch 1.19.2 and India never becomes independent. I'd advise turning it off).
The general path in both Historical and Ahistorical is the same - as the Philippines, rush down the monarchist path as fast as possible up to the war for independence. If you're lucky, America will just give you independence without having to do the war - otherwise reset since its relatively early. After independence, just keep allying and attempting to annex as many Hispanic nations as possible, ideally the ones with the most manpower or factories first (Chile, Argentina, Mexico, and Spain). These annexations can actually be savescummed even in ironman mode, but the most critical one is Spain - if they reject annexation/allying, you need to reset or savescum. From here, strategy is dependent on circumstances & preference. If playing on historical mode, you should attempt to Sealion the UK with the Axis - you can join the faction for their assistance flooding troops in after landing/paradropping, but defeating the UK is significantly harder in historical now as a minor nation without tanks or air (though you can at least gain supremacy for a naval invasion prior to declaring war). If you can't kill the UK in historical before the US joins the allies or a dominion becomes a major, you have to defeat them as well. Even if you can kill the UK, you need to have gained enough warscore to annex both the Indian and Malaysian & Indonesian states required for the achievement (this is easier if you keep a separate faction, but then killing the UK before 1941 is even more difficult). As of 1.19.1 not all Indonesian states are required for the "Form Maphilindo" decision, so keep that in mind for the peace deal. Do the "Malayo-Polynesia" focus to get claims on Malaysia and Indonesia and therefore will be cheaper in the peace deal. Also note that the achievement description is misleading, you need specifically the Indian states from the achievement requirements.
Alternatively, an ideal ahistorical mode can lead to an early independent India, which you can simply invade and annex (though you need to be a little creative to get naval range to it). After this, you just need to occupy certain Indonesian/Malaysian states to be able to click the decision, which is a lot easier since it doesn't require a peace deal. Another ahistorical setup that may be easier to manipulate is just one without America in the Allies, which can arise from the communist/democratic/nonaligned Japanese paths. In this scenario, you just need to get strong enough to beat the UK, which allows for more buildup time. Alternatively to all of the above, you can just invade America early after annexing/allying Mexico, which would give you all the resources you need to beat Britain. However, it's hard to get a wargoal on them without them joining the allies anyway, and it's a major detour if you want to actually get the achievement in a reasonable amount of time.
To get the achievement playing as DEI on historical, you'll have to first become independent as democratic Republic of Indonesia, producing some transport planes and support equipment in the process. You can join Allies when Germany attacks Benelux, then ask UK for Malay provinces and then US for Philippines. Start justifying on Siam as early as possible, aiming to declare war and capitulate it before Japan's pressure attempt in mid-1941. Marines landing in Bangkok and paradrops from Burma into other cities will help a lot. With annexed Malay, Philippines and capitulated Siam you'll have a decent, albeit outdated, fleet. You can release puppet Republic of Thailand (serves as a buffer state, do not call it in war with Japan) after Japan gets Indochina from France. From here two main goals are to protect outer islands as much as possible from Japan's marine landings to preserve factories and prepare for Sea Lion. What worked for me was staying in Allies, while declaring on Soviet Union, asking Germany for military access and prepare landings from Norway to somewhere around Scottish border. At some point, when naval dominance looks okay and divisions are ready, leave allies, join Axis (Germany will call you), invade UK. It might be intense , since UK is now more prepared to repel the invaders, but you can weather the initial attacks in the mountains and then push back. To ramp up the score required to take all India, you can invade it from Ceylon even with 2nd grade troops and quickly cover vast territories.
