作为拉脱维亚，组建东方总督辖区并占领西博滕。

「Strategy」

Convert your entire army over to the 18-width Infantry division template. Set your 2 starting submarines to do Naval Exercises indefinitely in order to build up 海军经验. Build 2 additional 海军船坞, as you'll need them later. Additionally, dedicate one of your research slots to get Early Cruiser, Naval Gunnery, and Transport Ships. Your initial 政治点数 should be used to hire the 能说会道的魅力者 as an advisor and the 陆军进攻（专家） as Chief of Army. After that, change your economy law to 部分动员 when possible and up your conscription afterwards. When prompted, make sure to decline to sign the Anti-Comintern Pact.  德国 will already love you anyway for having the same ideology, and you do not want the  苏联 to hate you any more than they already will.

For focuses, rush down the Fascist tree to 东方总督辖区, skipping The Old Ways和Reorganize the Forest Brothers (these are still good focuses, so get them later). When you unlock the "Fight the Perkonkrusts" decisions, take the one that only costs 指挥点数 (and only take it once). This should be exactly enough to keep your support under 55% to prevent the civil war while still keeping it over 40% to let you safely flip.

As soon as you're done with the focuses, justify war goals on both  爱沙尼亚和 立陶宛 to retake your core states. Set your starting army on the border with  爱沙尼亚 and your 6 militia divisions on the border with  立陶宛. Begin production of an Early Cruiser with the bare minimum specs (one gun, a fire control, and an engine). Put all your dockyards on it (pull them off convoys for now). Add Support Artillery to your divisions along with Infantry Guns. Start taking economic focuses, going after free factories at first. After you run out of those, you can go back for army bonuses left in the fascist tree and then tackle the democratic section in order to remove your last bad national spirit. Dedicate your construction queue to spamming 军用工厂 for the rest of the game as well.

When both war justifications have completed (one will probably be around 120 days and the other 150 days, so wait for the 150 day one to finish), declare war on both countries simultaneously. We have to do this because the other one will get guaranteed by the 同盟国 if you do them one after another. If you don't feel comfortable with this, you can wait a few more months until you have more troops out since these war goals do not expire. As long as you declare on both at once, you shouldn't have to worry about anyone intervening, so you have time. Anyway, focus on finishing off  爱沙尼亚 first then  立陶宛. Fully annex both.

You now have a very strong industrial and manpower base in order to take down  瑞典. You probably already have more troops than they do, so go ahead and justify a war goal on them. Set your cruiser and 2 submarines to Patrol in the Lower Baltic Sea, and set up naval invasions from your southern ports to take their ports. As you are getting the justification, you should aim to have 40 divisions in the field and trained with Support Anti-Air added as soon as reasonably possible. This is for a contingency.

Sometimes, the  苏联 will decide they want you dead right about now (you may sometimes be able to use a spy to force them into a non-aggression pact, if you want to try that). Despite how bad this sounds, it's not actually a very serious issue at all. What often plays out is something like this:

• The  苏联 begins influencing your politics.
•  德国 declares war on  波兰 and crushes them. (You can join their war or not; it doesn't matter at all either way.)
• Molotov-Ribbontrop takes effect and the  苏联 demands concessions from you. Accept the concessions and cede the provinces requested.
• Your war goal justification finishes.
• You declare war on  瑞典, launching your naval invasions on the first hour of the war (and then withdrawing your navy).
•  瑞典 joins the Allies. (Don't call Germany in; this delays them being at war for a few days.)
• You take the ports and can send over up to 16 divisions (including the ones that naval invaded). Keep your other 24 divisions on the border with the  苏联.
• Battle plan with your 16 divisions in  瑞典 up through their north, swapping between Aggressive and Balanced execution as you feel is needed. The goal is to take as much land as possible before  德国 joins, so when Germany starts making gains on your behalf, they are turning over the territory to you.
•  法国 falls to  德国.
• The  苏联 declares war on you.
• Your reserve divisions can hold the line just long enough for the Germans and Italians to help you hold your border.

And from this point, continue to ignore the  苏联 and capitulate  瑞典 for the achievement. As long as you don't capitulate while  瑞典 does, the achievement will fire since you only have to have control of the province, not ownership.

Even if events deviate significantly from this script, you should still be in a good position to salvage things because your country is on the verge of being a major player at this point anyway. For example, with the help of the 轴心国, you can capitulate the  苏联 while guarding your ports against the 同盟国, if you needed to. This is the advantage compared to the other strategy listed below, which has you stay relatively weak and rely on hitting an extremely specific timing window for an attack.

Alternate Strategy

Start down the Fascist tree and don't take any of the Democratic decisions to ensure you get a civil war as soon as possible. Deleting all your units before the civil war and then deploying two units ahead of time outside of Riga and Daugavpils lets you end the war immediately with no casualties. Build a couple of dockyards to increase your convoy production, and maybe some extra submarines too. Don't continue down the fascist path before defeating  瑞典 as that will guarantee that they join the Allies.

As soon as the civil war fires begin justifying on  瑞典 (so ensure you have around 53 PP when the event triggers) this will let you declare war on  瑞典 around mid-November, half a month before they could get guaranteed at the earliest. Once you are able to declare war, launch naval invasions in the south on and around ports, supporting contested landings with encirclements to quickly gain sea access. Don't forget to research Transport Ships to be able to launch naval invasions!  瑞典 has a larger fleet than you but will regularly dock it giving you enough superiority to launch. Put a few divisions on port guard duty to defend against a  Swedish naval counter invasion. If you want more divisions, train your army and use the XP to make small 2 regiment cavalry divisions for fast capture of VP's.

You should be strong enough to capitulate  瑞典 through manpower alone, once the war ends take Lappland for yourself. You can now continue down to 东方总督辖区 to get the achievement as  德国 will accept your request to join the Axis since you're not at war anymore.
