巴西 to the north,
巴拉圭,
阿根廷和
智利 to the south and
秘鲁 to the west. It is mountainous to the southwest with jungles and forests to the northeast.
Bolivia is a nation which was still recovering from the Chaco War with
巴拉圭 which had occurred over the disputed Chaco Boreal in Paraguay between 1932 and 1935. While Bolivia had extensively prepared for the conflict by importing aircraft, tanks, and more modern small arms from European nations under the guidance of military officers who had left
德国 after World War One, in the end Bolivia would be forced into a stalemate with no clear winner by the time a final peace was signed in 1938.
Bolivia like several of its South American neighbors would declare war on
德国 in 1943. However due to an economy that had yet to still fully recover from the Chaco war, Bolivia would refuse to commit any of its military forces to the conflict. It would however export extensive quantities of tin to the allies for their war production needs.

玻利维亚 has a small air force composed of a single wing of 12 P-6 fighters.
Being surrounded by potentially powerful neighbors (including Peru and Paraguay), Bolivia finds itself in a difficult position. Manpower that can drain fast, no extra slot for industry, and the current democratic that is completely inadequate at best and a burden at worst.
The best option to improve your performance is to go with the industry path to make way for industrial expansion, and go for Nationalism effort for the extra manpower to come in handy. Whether you choose to go fascist or stay unaligned, it is up to you, although unaligned has its own benefits if you choose to accept the coup, as staying democratic enough would crumble your stability and war support greatly. Not to mention you lose a handful of generals.
Fortunately, you will have a set of unique political advisors, that will contribute in your favor greatly. As mentioned for the Unaligned scenario, by decision if resigning the current unaligned leader for a new one you gain yourself a better leader that gets promoted to field marshal as it comes to power. It would make you deal with the early army de-buff that lasts temporarily, and can withstand a solid defense.
First nation to deal with is Peru. In every scenario Peru, has finished its war against Ecuador, and exhaustion might have worn them out a little. As unaligned, the war justification will take a while but it will be worth it. Make sure you upgrade your infantry divisions, and use the mountaineers, you will stay in a defensive position on the border with Peru because the Peruvian AI will endlessly attack your line. After a period of time the Peruvians will have lost most of its manpower and equipment attacking your line and they won't be able to break through. When you see that the Peruvians are low on equipment then you can start to push and invade their lands without too many problems. Again though the key is to be entrenched and let their army grind away on your front line until their troops are weakened. Once this happens only then should you put your army on the offensive. It may be worthwhile to consider building land forts and infrastructure on the border before the war to make things easier on your army when the Peruvian AI starts to grind away on you. Then when you capitulate them, you will just annex them.
Finally, you get to form the Peru-Bolivian Confederation which will land cores on your recent annexed lands, and also gain cores from Brazil, Argentina and Chile. You get sea access at last, but low convoys, so you make sure you produce enough convoys to keep the trade link in tact. And, if you will notice, the Bolivian irridentism decision will be automatically removed because of that.
After this you can attack other countries (the best option would probably be Paraguay). Extracting revenge for the previous Chaco War, makes up for it now that you are powered up and with a bigger army. Again, with the same strategy with Peru, the Paraguayans will endlessly attack your line, grind their manpower and equipment. Turn offensive, press them until you reach their final capital and fully annex them.
Next up will be Chile. Be warned though no matter which other neighbor you attack next, it will be more difficult. Chile has among the strongest infantry division templates in South America at the very start of the game, and being only a few tiles wide you may have to deal a long war as you take the country one tile at a time as you make your down to the capital. In essence Chile will do the same thing to you as what you want to do with the Peruvians. Alternatively you could try to attack Argentina however it has larger armies and more manpower meaning in order to win you need finish the war as quickly as possible before it can produce more divisions. It is probably worth producing paratroopers for these options as you can land forces behind their lines to either pull forces off their front or conversely to pin down forces so they can't reinforce divisions your frontline army can defeat. It is strongly advisable to not attempt to attack Brazil unless you have conquered at least two other neighboring nations to gain more manpower and factories. Brazil at some point, will certainly attack you, by focus related events, and you have to make sure you are not in a war with any other nation, or if you have dealt with Chile and Paraguay respectively, you will have the chance to occupy Acre, albeit ending your National Regression de-buff.
Another option is to join the Second World War by joining one of the factions, however if you do this while tensions are high and you are attempting to conquer one of your neighbors it will likely result in the other nation joining an opposing faction. The most obvious faction to join would be Germany in the Axis as you already are fascist(or have an acceptable fascist popularity being still unaligned) and can join at any point. Or the Comintern if you go communist though this means one would have to switch ideologies. Even though you can join in on the side of the Allies, this would probably result in much less territorial expansion.
Although the country is nearly in the same scenario in the default startup like in industry, and resources, it one of the three nations that has a standing army in South America, Brazil and Mapuche Chile. Thus, it's the recommended choice to go Fascist or Communist in order to at least go on a conquest. Unlike Paraguay or Peru, Bolivia can form the Peru-Bolivian Confederation without having to face an endless attack on the line. The current democrat government, it can give an extra percentage of manpower, thus it is recommended to exploit the manpower before getting a scripted coup that will force to become an unaligned government. Unlike in the starting scenario, Bolivia has an extra core claim on Brazil, being the state of Guapore.
The best option to improve your performance is to go with the industry path to make way for industrial expansion, and go for Nationalism effort for even more extra manpower to come in handy. Whether you choose to go fascist or stay unaligned, it is up to you, although unaligned has its own benefits if you choose to accept the coup, as staying democratic enough would crumble your stability and war support greatly. Not to mention you lose a handful of generals.
Fortunately, the unique political advisors, will be retained. And unlike with the normal leaders, the Native Bolivian council leaders provide an interesting but contributing traits to use in any given ideology. Especially with the non aligned one that it would make you deal with the early army de-buff that lasts temporarily, and can withstand a solid defense.
First nation to deal with is the Incan Empire. In the similar scenario with Peru, it has Ecuador under its core, and unlike with exhaustion, it will have a brigade infantry template without support battalions. As unaligned, the war justification will take a while but it will be worth it. Make sure you upgrade your infantry divisions, and use the mountaineers, you will stay in a defensive position on the border with Inca Empire because the Incan AI will endlessly attack your line. After a period of time the Incans will have lost most of its manpower and equipment attacking your line and they won't be able to break through. When you see that the Incans are low on equipment then you can start to push and invade their lands without too many problems.
Finally, you get to form the Peru-Bolivian Confederation which will land cores on your recent annexed lands, and also gain cores from Chile and Paraguay. You get sea access at last, but low convoys, so you make sure you produce enough convoys to keep the trade link in tact. And, if you will notice, the Bolivian irridentism decision will be automatically removed just like in the original start up. With most of the cores regained, the National Regression de-buff core requirement is almost done, being that the Chaco core is the last piece of the puzzle for the irridentist Bolivia.
After this you can attack the Guarani Nation. Extracting "revenge" for the previous Chaco War, makes up for it now that you are powered up and with a bigger army. Unlike with the Paraguayans, the Guaranis pose a smaller army with no national buffs or debuffs in the process so this will be a certain normal conquest. Turn into the offensive and push them away thus proceed to take the rest of the coast. Taking the Chaco core in the process finally ends the National Regression de-buff.
Next up will be Mapuche Chile. Be warned though no matter which other neighbor you attack next, it will be more difficult. Chile has among the strongest infantry division templates in South America at the very start of the game, and being only a few tiles wide you may have to deal a long war as you take the country one tile at a time as you make your down to the capital. In essence Mapuche Chile will do the same thing to you as what you want to do with the Incans. Alternatively you could try to attack Brazil however it has larger armies and more manpower meaning in order to win you need finish the war as quickly as possible before it can produce more divisions. It is probably worth producing paratroopers for these options as you can land forces behind their lines to either pull forces off their front or conversely to pin down forces so they can't reinforce divisions your frontline army can defeat. Brazil at some point, will certainly attack you, by focus related events, and you have to make sure you are not in a war with any other nation, or if you have dealt with Chile and Guarani respectively, you will have the chance to occupy Guapore, albeit taking the remaining free core from them.
