Note that the Balance of Power may easily run to the right side upon war victories, making harder to push it to the left, so it is best not to trigger this mechanic until you are done with your conquest.

Adjust your industries as necessary, build only military factories and maybe infrastructures for now as you will get a lot of civilian factories very soon. Set some factories to build transport planes. Research paratroopers and military police immediately. Switch your occupation law to Local Police Force. Start your focuses with one of the three military branch focuses, basically you want all that leads to Supermarina, Superesercito, and Superaereo as you will only have a small window of opportunity to complete these focuses, though you can ignore Supermarina if you have no wish to play with the navy. Once you get enough military XP, get the Proper Heritage spirit of the army and make the largest cavalry division template as possible for garrison, adding the MP once it finishes research then switching it for State Serves the Military once done.

Send absolutely everything at  埃塞俄比亚, you do not want them to become a government in exile. (They generally go exile after one complete 35-day focus period after they hit 35% surrender progress: e.g., if they hit 35% during the second focus period - in mid-to-late February or early March - you'll have until April 15th to capitulate them.) Restart the game if they do as this will cause whoever you are at war with to immediately join the 同盟国. DO NOT take the Triumph in Africa focus until you are done with the conquest below.

Once you are done with  埃塞俄比亚, you can start justifying on  法国, switch your mountaineer to normal infantry template and train 7-8 paratrooper divisions as soon as you are done with paratrooper research. You can stop building transport planes once you get just over 50 of them and station them on one of the northern airfields. Once your justification is done, declare war on  法国 immediately or you will risk a  UK guarantee. Send your paratroopers (one at a time) at Paris plus 6 or 7 other cities to capitulate  法国 ASAP, avoid the border cities as these are usually guarded. This is not as easy as it sounds. You require 70% air superiority to paradrop, France starts the game with 452 fighter planes to your 300, and it is guaranteed by Belgium, which adds another 40, so you'll need to have half of your military factories building fighters and transports just to have 50 transports + air parity by the time you declare in early 1937. But openings do happen, even without sustained 70% (try assigning all your fighters to the same region and flipping them between North Italy and South France). Use Last Stand if your paratroopers are under attack after they land. Take everything that  法国 has in the peace deal, and don't forget the navy.

Now start justifying on  南斯拉夫. In the meantime, send all the ships you have, including the  法国 ships, to a port in Northern France and prepare for a naval invasion of the  UK. Have an army group defend the Eastern border of  奥地利和 南斯拉夫 and 2 groups preparing to invade the  UK. Ignore Africa for now. The  UK should guarantee  南斯拉夫 which will pull them into the war. Once the war has begun, you will want to take advantage of the 15 days justification, so you want to do just that and declare war on them immediately. The main targets apart from those you are already at war with are:  土耳其,  希腊,  匈牙利, and  保加利亚. However, you might as well get as many as you can,  奥地利 (for the achievement),  比利时, the  荷兰,  卢森堡,  葡萄牙, and  伊拉克 are good targets so might as well do it. While you do want  西班牙, they are probably in a civil war and as with  阿尔巴尼亚, you can get them via focus instead. Capture all of  英国 mainland (except Northern Ireland) but do not capture London so you can take your time. Try finishing the focuses Superesercito, Superaereo, and Supermarina during this war as you will not get another chance until much later. Annex everything except for  罗马尼亚, just take their lands except those 3 provinces that will be claimed by the  苏联. Don't forget the Royal Navy. If you want to avoid war with  日本, just leave out one province of  英属马来亚 and the  荷属东印度. Note: if you are going for 披萨时间！（Pizza Time!）, this is a good time to go after the  美国; do it before the next step.

Now it is time to take the Triumph in Africa focus, once it completes go to the Balance of Power and take all the decisions which push the power to the left (red). Keep going down the focus and complete Convene the Grand Council. This allows you to hire the advisor which increase non-aligned popularity. Follow up with 废黜墨索里尼 focus. You can detour and get your 5th research slot as well as The New Emperor of Ethiopia和Topple Amhara Rulers focuses if you wish. Before you take the 意大利君主国 focus, there are a couple of things you want. Take Ministero della Cultura Popolare和Believe, Obey, Fight focus just after it since you cannot take these focuses if you are no longer 法西斯, you may also want to complete the Security Militias branch next as it unlocks a support company and some other bonuses which you will keep later on but since this increases 法西斯 popularity, you might as well do these just before turning 中立主义. Also you want to take the Foreign Affairs branch until you reach Albanian Occupation to get  阿尔巴尼亚. One final wrinkle to be aware of is that 意大利君主国 switches your ideology and that automatically cuts the hard-earned compliance in all your non-core territories, including Ethiopia, in half (but you get 10% back as a hidden focus reward), and it removes the "Vittorio Emanuele III, Emperor of Ethiopia" national idea, which substantially reduces compliance growth rate. Take 意大利君主国 when you are done. Hire the advisor which increase political power gain if you wish.

Once 中立主义 popularity is over 50% (you can make it faster by banning 民主主义和共产主义 as well as taking the Press Censorship and Anti-fascist Raids decisions), take the Power to the King focus then immediately take the 3 focuses after it starting with Seek Papal Support. Some will unlock a Balance of Power decision to push it to the left. Once Strengthen the Papacy focus is complete, take Utilize the Blackshirts focus. Since you have taken the Believe, Obey, Fight focus, you should be able to hire Dino Grandi as advisor. Depend on how far to the left the balance of power have been pushed, this can possibly make the Pope take power. If not, just wait until the decisions are available again and try going down the focuses to get 我们的海 in the meantime.

Keep going down the focus up to 我们的海. You can get Spain via either Iberian Protection or All Roads Lead to Rome focus, the latter requires you to reduce their autonomy to annex them. Now you should be able to take the decision to form the 罗马帝国. If you wish to continue playing and get another achievement (斯大林，他有多少门炮？), you can use the war goal you get from A Time for War to declare war on the  苏联 and join  德国's attack.
