As  挪威, own and control the state of Bourgogne.

「Strategy」

不妥协，不投降 must be disabled for this strategy to work. Otherwise,  德国 will not invite you to join the 轴心国.

• At the start of the game choose one state with 2 levels of 基础设施 and prioritise upgrading it to level 3. Delete your army.
• Go down the 共产主义 side of the tree and choose to 与挪威共产党妥协.
• Don't spend any 政治点数 until you reach The Seeds of the Revolution and spend it all on the decisions it unlocks.
• The focus Organize Partisan Militias will allow you reach level 3 of the revolution decisions and spawns a couple divisions in the states you maxed.
• If done correctly you should be able to launch the civil war and be 共产主义 by the end of 1936. After that build up your industry (both the communist and economy sub-trees give a good number of factories).
• Justify a war goal and declare war on  丹麦. Annex them completely in the peace deal.
• 在法罗群岛和扬马延岛各驻扎 2 个师。同时还要在每个岛上修建 2 个海岸堡垒和 2 个陆上堡垒。
  • These two provinces must be held to form the Kalmar Union, and you do not want to lose them to a naval invasion.
  • Greenland is not required, but if you want to garrison it with 2 divisions as well, that's not a bad idea. It is an easy naval invasion point for  Canada later if you end up needing it later. Alternatively, you can release  Greenland as a puppet and just not call them into your future wars until you need them for a naval invasion.
• Continue building your army and economy and prepare a war goal for  波兰 to use in August or early September 1939.

  • If you miss the timing and your justification will not finish until mid-October 1939 or later, cancel it. Instead, wait for  Germany to declare on  波兰. Afterwards, World Tension will wildly spike, and you can directly justify a war goal on the  UK in 40 days.
  • As long as you are at war with the 同盟国 before January 1940, you should be asked to join the 轴心国. Otherwise, at any time past then,  Germany will often declare war on you.
  
• Justify a war goal on  瑞典.
• Together, defeat  波兰, the Benelux countries, and  法国.
• 对瑞典宣战。此后，只要你没有丢失任何领土，即使处于战争状态，你也应该能够组建卡尔马联盟。这会让你的可用人力与工厂数量急剧增加。
  • Tip for making this war easy: don't put any troops on Copenhagen (only attack from the Norway side and put a couple divisions on Fyn to protect the rest of Denmark). For some reason, the AI loves to send half of its army to stand on Copenhagen, and you can just take most of their victory points without much hassle. You'll also fully encircle half of their army this way (once you take the Swedish side of the strait), and you can wipe the stack out to get a ton of war participation, which you will need.
• Naval invade the  UK.*
• In the peace deal take Bourgogne and if you're going for 挪威，何塞（Norway Jose） after, also take  England (to form the 北海帝国 - also don't forget the Isle of Man) and try to get the states in Eastern  加拿大 that border the  美国. After that focus on spending the remainder of your points on the  英国 Fleet.

*After 补丁 1.15's buff to the  UK AI, this strategy does still work with some alterations. You will need to either heavily focus on a naval build-up (to get Naval Dominance to naval invade, you're going to have to beat the Royal Navy yourself) or an air build-up (to beat the Royal Air Force so badly you get Air Superiority over the Home Islands and can launch a paradrop) alongside your army. You also will very likely not finish the  UK before the  美国 joins the 同盟国, which means you won't be seeing a peace conference for a long time (and you'll probably get this achievement and 挪威，何塞（Norway Jose） at the same time even if you weren't trying to).

If you are going the naval route, build up Dockyards until you have a minimum of 40. You can get a little over 10 Dockyards for free via Focuses as well. Take advantage of the Convoys to Destroyers En Masse decision, which allows you to infinitely trade 40 Convoys for 10 Destroyers. You'll also need probably a minimum of ~20 Basic or Improved Light Cruisers filled out with Medium Battery and Secondary Turret modules (and Armor II) in addition to all the free destroyers you get (which are mainly there just to soak damage because they're awful). Your first engagement with the Royal Navy will probably be a wash - you'll lose a ton of the free destroyers and a small handful of Light Cruisers, while they will lose around 70-90% of their screens. That's fine. Go back and repair. In the next fight, you should basically wipe out the entire half of the Royal Navy that's assigned to defend the  UK. This happens because without all those screens you destroyed in the first battle, their capital ships will be vulnerable to your crazy high Light Attack stats and they'll lose very badly.

As for the air route, just rush for Improved Small Airframe and Engine III in mid-1939, design a Fighter with those and 3 of 4x Heavy Machine Gun, Self-Sealing Fuel Tank, Armor Plates, and Drop Tanks. Put at least 15 factories on this, cutting Infantry Equipment if you need. You'll need to immediately rush for Synthetic Refineries as well (and build at least 15-20 of them) in order to solve your 橡胶 and fuel shortages. Get some 30-width Paratrooper divisions out (you'll have to build out your ground forces so you can make more than a couple of these) and take the doctrine to cause organization drops when paradropping. Build transport planes to carry them as well, of course. Launch a paradrop onto a  UK port from the airport at Calais, hitting Force Attack right as they leave. Once they win, immediately send your armies to join them. Some will die or lose loads of strength to submarine attacks, but that's fine. You should still have more than enough to secure a solid foothold and take the Isles.

Neither route is "better", there's trade-offs to both. Naval will take you longer because realistically you probably won't be able to take the Royal Navy in a fight before 1943 safely (depends slightly on how many Dockyards you build), but you can paradrop as early as mid-1941 if you're doing it right. The advantage of the naval route is that you can stop all of the convoy raiding and actually trade with other countries and consistently supply your troops. Having a strong airforce will make pushing through the  美国 much easier after adding in some CAS, but getting a landing point in the Americas can be hard. Sometimes,  萨尔瓦多 will still be alive and will have joined the 轴心国 (they join in 1941 or 1942 and often hold out well against naval invasions because of the terrain). You can use them to paradrop into  墨西哥 and start your invasion of North America.
